Rajasthan’s Revenue Board to launch second phase of Digital Rajasva Mandal on February 19

Board-of-Revenue-RajasthanThe Board of Revenue for Rajasthan has announced that the pilot trials of Phase 2 of its ambitious Digital Rajasva Mandal, would be unveiled on February 19, 2018.

According to the official communiqué, the software development for Phase 2 of Digital Rajasva Mandal has already been completed. In the upcoming phase, the Board of Revenue for Rajasthan would commence SMS facility for Advocates and Litigants, Electronic issue of Summons notices and Electronic Calling for Records from Subordinate Courts (Talbi).

In addition to this, the Digitalisation of Tehsil Courts would be taken up as part of Phase II of the Digital Rajasva Mandal Project. It is expected that by end March 2018, nearly 1000 Revenue Courts of Rajasthan would be online.

Further, SMS facility for Advocates and litigants would be introduced in all new Admission cases.

The board has revealed that it receives 2000 new second appeals every month. Over 150 senior advocates have expressed their willingness to participate in the Phase II of Digital RajasvaMandal and SMS notices would be sent to their registered mobile numbers.

Currently, the manual system for service of summons takes about 45-60 days. The electronic service of summons using RCMS would reduce the timeline to 5-7 days. The Registry of the Board of Revenue would issue scanned summons notices to concerned Tehsils in all new admission cases and they would be physically served on the litigants from the Tehsil offices.

The manual system entails calling for file records from subordinate courts which takes about 120-150 days and sometimes even longer. Under the electronic system of Talbi for records of Subordinate Courts, the process will come down to less than 30 days.

The Pilot Phase of Phase II of the Digital Rajasva Mandal would begin from February 18, 2018, and end by March 5, 2018, when the system will be formally launched.

V.Srinivas, Chairman Board of Revenue for Rajasthan said “It is indeed a momentous occasion for the 70-year-old Board of Revenue to adopt Digitalisation practices and join the March for a New India.

“The Phase II of the Digital RajasvaMandal has been designed with the explicit objective to simplify the litigant’s journey and further streamline court work. I congratulate the President Rajasthan Revenue Bar Association, the Registrar Board of Revenue, all Senior Officials of the Registry, the Department of Information Technology Government of Rajasthan and Digital Rajasva Mandal Teams for undertaking this massive project successfully. The Digital Rajasva Mandal of Rajasthan would provide a roadmap for other Revenue Courts of India,” he added.

He said, “The Phase III of the Digital RajasvaMandal would be taken up from April 2018 which would include electronic panels, mobile apps and greater knowledge dissemination to Trial Courts and First Appellate Courts. The entire project would be completed in 12 months.”

The Digital Rajasva Mandal project was launched in Mission Mode by the State on September 27, 2017 when the Board of Revenue for Rajasthan commenced placing its judgments online. On November 2, 2017, the Rajasthan Revenue Courts Grid was launched with 466 Revenue Courts in the State going online using the Revenue Courts Management Systems (RCMS) software. Hitherto nearly 200,000 judgments of the Subordinate Courts and First Appellate Courts have been placed online. The Board of Revenue for Rajasthan has placed 2500 judgments online.
